When I withdraw money from Savings the only option I see for accounts to send it to are the external checking account that I have linked. Apple Cash is not listed. And, yes, I do have Apple Cash set up. Any ideas?

Once verified, restart your iPhone, and then try a transfer to Apple Cash. It still may not appear because systems will need to update and sync.
It didn’t ask me to. And it says it’s “Apple Cash is ready for Apple Pay”. I assumed it didn’t ask me to verify because I had previously been verified for Apple Card and Savings. I don’t see anything in the UI about verification and I don’t have any messages asking me to verify.
When you initially setup Apple Cash you receive a notification about verifying, but many people ignore it. Go to your Apple Cash card in your Wallet app on your iPhone and look in the More Button (3 dots upper right corner) and you may see an option to verify.
Not sure if that notification is in the form of an email, or a phone notification, but I have either. Plus, I’m able to use Apple Cash for other things so I assume the verification I did for Apple Card and Savings was used for Cash.
I also don’t have any option to verify under the 3 dots menu.
In the bottom photo when you tap on the right facing arrow ( >>>), what do you see? Apple Cash is not an option?
Are you trying to use Apple Cash to add money or are you using Apple Savings to send money? Use Apple Savings to send money.
Interesting… I must have missed it before because it’s at the bottom, but there is a Verify Identity.
However, when I go through the process it gets to a point when it says I already have an Apple Cash account associated with a different Apple ID.
I’ve been the victim of multiple identity fraud attempts, so my guess is that someone else is using my ID for their account.
Anyway, thanks for the help. Sounds like I need to contact Apple Support.
You’ll need to contact an Apple Cash Specialist at Green Dot Bank. Apple Cash is a service that’s run by Green Dot Bank. Contact an Apple Cash Specialist at Green Dot Bank by calling (877)-233-8552 or by calling 1-800-MY-APPLE
You should also bring Apple Support into the loop so the fake account(s) can be deleted. I know all this is a hassle, but it can, and probably will, get worse if you don’t.

Yeah, just did. It turns out there were 2 other Apple IDs using my info. They closed them and activated my account. And now I can transfer from Savings to Cash.

Please look at the screenshot below.
If Apple Cash is not in the default position, tap the right facing arrow > (see red arrow in image) and select Apple Cash from the list of available accounts.
Alas, I don’t have that option. See my screenshots. It lists my default bank account and clicking on the > only gives me that as an option - no Apple Cash. See screenshots:
