If you're unable to turn on the toggle switch for Cellular Data in Settings > Cellular, make sure you've covered the basics like restarting the device and checking with your wireless carrier to make sure a data plan is currently active.
If you have no cellular service at all, you can try these recommended steps: If you see No Service, Searching, or SOS on your iPhone or iPad
A network settings reset can also help with an issue like this. Just navigate to Settings > General > Transfer or Reset > Reset and select Reset Network Settings.
