the audio volume will not increase on my air pods very low!

There are a few things you should check regarding AirPod volume to figure out the best solution.

First, ensure you're adjusting the volume properly per the options outlined in Pause, skip, and adjust volume with your AirPods and AirPods Pro.

Then, check if the headphone audio levels have been changed per Use headphone audio level features on iPhone. Note in that article it states "Depending on your country or region, Headphone Notifications may be turned on by default, and in some countries or regions, you may not be able to turn it off. If allowed in your country or region, you can turn Headphone Notifications on or off in Settings  > Sounds & Haptics > Headphone Safety."

If neither of those identify or address the matter, pair your AirPods with another device to see if the volume behavior is consistent across multiple connections and if so try resetting them per the article you posted from, How to reset your AirPods and AirPods Pro.
