Purchased songs on iTunes Store on my Windows PC remain in waiting mode despite adding to icloud library

This is a recent development. I purchased several songs, some of them months ago, that still show up in waiting mode. I've turned iTunes on and off on my iPhone, I've added them to the icloud library for each song, I've confirmed I have the latest version of iTunes...nothing seems to work. I can't add these songs to a playlist as I get an error/warning message that they will be removed from the cloud (makes no sense) and will only be available on the iPhone playlist. Help?
