Since the force restart solves this, it doesn't sound like a hardware issue. You will need to isolate this more, but before that, let's reinstall the iPadOS.
Make sure all your info is synced with iCloud too, cause anything not fully there won’t restore. Log in on a different computer, iCloud.com. If your contacts, calendars, photos, all documents are in iCloud properly, then go ahead and get a fresh backup. After your data is backed up, you can reinstall iPadOS using your computer. The reason we need to use the computer for this step is to get a new copy of iPadOS installed to your device. Please pay close attention when you reach step 4. Once iPadOS is reinstalled, test if the issue is still occurring. If it is, check if you have anything plugged in to the iPad when it occurred. Remove those items, and test again. Also, check what app you were in, as apps can also cause this. If it occurs, force restart, and do not open that same app. See if it occurs again.
