Wallet not letting you add apple account

I’m trying to add my apple account and it keeps saying apple pay services unavailable. How do I fix this?

iPhone 13, iOS 16

Please log out of your Apple ID, do a forced restart of your iPhone and then log back into your account.

Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support

Force restart iPhone - Apple Support
