Hmm, don't exactly know, but many different things can happen.
Deleted photos actually go into album Recently Deleted for about 30 days. During this period they can be restored:
If you're missing photos or videos in the Photos app - Apple Support
Also, phots may be stored in the iCloud:
Get help with your iCloud Photo Library
Another thing to consider is that if you receive photos via messages, they are stored in your Photos until the massages are deleted.
