Photos deleted from my phone's gallery are not deleted from iCloud, I guess it's not just me and I either go to the site and delete it myself to be deleted from iCloud, or it is deleted after a certain time.

When iCloud Photos is enabled, photos deleted from one device will delete them on all other devices as well.
