Compress HEIC photo format

I need to upload a photo of my car registration document to obtain a clean air zone sticker from the French government. The photo needs to be under 2mb so I need to compress it. How do I do this for free? Some sites are free but still want my credit card details!!

iPhone SE, iOS 16

HEIC is in and of itself a compressed format, and I doubt the French government will support HEIC files.

On your iPhone, open the HEIC file in the Photos app, and tap on the share icon, then on Mail, and mail it to your self. You should be given the option to reduce its file size. Choose medium or large if the file size is small enough.

When you get it in your email, it will have been converted to a jpeg, that should be accepted by the French government website.
