Are the photos on my icloud also on my iphone? I ran out of icloud storage and I want to delete photos from icloud to have more space for emails, but I'm afraid that if I do that it will also delete them from my iphone. It says I should be able to download them in settings but there is no button to do that. Does that mean they are already on my phone? I am confused as this is my first apple device and I haven't used icloud before.

Yes. iCloud syncs content like photos, so anything on iCloud is already on your iPhone. If you have iCloud Photos turned on in Settings ➜ Photos, then any photos in the photos app are synced to iCloud and exist in both places.

It will delete them from the iPhone. As mentioned its a sync service, so any changes on iCloud will happen on the connected devices too.
You can turn off iCloud Photos, to prevent any deletions directly on https://icloud.com from affecting the iPhone.

Yes. The download button only appears if you have an optimized version of the photo on your device and need to download the full resolution version.
