Yes. iCloud syncs content like photos, so anything on iCloud is already on your iPhone. If you have iCloud Photos turned on in Settings ➜ Photos, then any photos in the photos app are synced to iCloud and exist in both places.

It will delete them from the iPhone. As mentioned its a sync service, so any changes on iCloud will happen on the connected devices too.
You can turn off iCloud Photos, to prevent any deletions directly on https://icloud.com from affecting the iPhone.
It says I should be able to download them in settings but there is no button to do that. Does that mean they are already on my phone? I am confused as this is my first apple device and I haven't used icloud before.
Yes. The download button only appears if you have an optimized version of the photo on your device and need to download the full resolution version.
