Depending on the message you are receiving the support article has the solution. If it is locked due to security reasons, then you will need to reset the password. If it says it is disabled in the App Store and iTunes Store, then you will need to contact Apple by following the link.

If your Apple ID is locked or disabled - Apple Support


There is an option to Deactivate you account, but this is down by you and not Apple, and you would need the access code given to you when you deactivated it. This support article gives details on that process.

The key is whether the message says Locked, Disabled, or Deactivated.
