Sharing between Health app on iPhone and Activity app on Apple watch

I use the Activity app on Apple Watch, but when I take off the watch to work in the yard, I have my iPhone with me. My activity is collected on the Health app, but not the Fitness app and is not shared with the Activity app on the watch. Data is shared from watch to the Health app, but not the other way around, which is annoying. The summaries in the Health app are complete, but the Fitness app is not complete.
