At the beginning the app send me codes to my phone number and my email, But i didn’t get any codes but that was a problem with my bank so now that i fix that problem with my bank, Every time i try to verify my debit card dont let me because it says that I have too many requested codes, I’ve been having this problem since last week

You’re in a timeout. You have requested to many codes. It can be caused either by the bank or Apple. If you want to be proactive, contact your bank and inquire about the timing issue and too many codes requested.
Apple can also be part of the issue and you need to contact Apple Pay support team for assistance.
My understanding is the timeout can be up to 7 days. So, be patient and wait or start going down the support team path with each company.

I had the same problem - contacted my bank and Apple support but they couldn’t help. Finaly i fixed it by myself - weny to Settings > Your Apple ID on the top > ICloud > apps using iCloud > and Checker Every app to use iCloud (for me everything got Find after i chose messages to use iCloud). Then went to my bank app, clicked on the card and add to Apple Pay. After that it showed automaticaly. Maybe it can be helpful
