Can and cannot send photo to number from scanned QR code

I scanned a QR code that starts an SMS message with a number not in my Contacts. I have the ability to send a photo to this number. On my friend's iPhone, their camera icon is grayed out when they scan - they must first send a text before they can send a photo. Why? Neither of us have ever texted the number before.

The link atop this thread only shows how to scan a QR code - it does not describe why some iPhones allow a photo to be sent immediately to a phone number that was in the QR code and others don't. Why do some iPhones block sending a photo to a phone number scanned from a QR code and other iPhones allow this?


Here is a screenshot of an iPhone that allows an image to be sent in an a new iMessage that opened automatically when the QR code was scanned:

Why are these different? They are running the same iOS version
