How can I take out the money that is in my Apple ID account balance

You can spend it or ask Apple to keep it. It would help if you could be more specific as to what your objective is in asking this.
If you have remaining balance that you wish to remove from your Apple Account then in Apple's support article Change your Apple ID country or region - Apple Support Apple lists:

Apple will remove the balance and keep it.
