There is reportedly an error connecting to Apple's update servers. See here: Apple - Support - System Status

Update your Computer:

The issue seems to have gone away. So, try using your computer, if using an iPhone is of no option. If WiFi does not work, then try using Ethernet. Use my User Tip Update your iPhone Using a Computer - User Tip

When Apple gets their update servers straightened out in a few days, you should see an available update to iOS 16.6 on your phone.
