Locked out of iCloud; cannot pay bill

Am trying to send $ to iCloud account. Apple asks for both Apple password AND gmail password. They refuse both and prioritize neither. I'm totally locked out, with an expiring iCloud account. HELP!!!!!

Post refused because "there is no text." AAAARRRRGH
