Certain albums I personally bought from iTunes aren’t available anymore.

I had previously bought Kid Rocks second album, The History of Rock, and I noticed this about two years ago but never had a chance to get it resolved or an explanation for why it won’t let me download what I purchased through iTunes before I had the unlimited Apple Music plan. Is there anyway this can be fixed or at least receive a refund? Thank you!
