Can the Apple Pencil be used as an alternative for mouse input?

From previous posts it looks like the Apple Pencil cannot work as an alternative input for mouse input but confirming that this is still the case in 2023? Does it provide on tap or swipe capabilities, what about right click? Is the pencil merely a pencil for drawing, annotating, etc. and not like a stylus?

It can tap on items like apps and open them, it cannot right click, but there is no concept of right clicking on an iPad.

The secondary options can be had by pressing down for a moment on an item.

It cannot swipe or change screens.

It is not a stylus in the regular sense.
