Is it possible that you can take a screenshot of the locked documents folder?
With the locked folder selected, press "Command + I", at the bottom it should tell you which user has read + write permissions.
This has been resolved. I was using Dropbox to sync these folders. I performed a disc permissions cleanup with cleanmymac app and I think it broke permissions for dropbox, cutting off access. I was advised on a manual solution from dropbox. Thanks for your consideration.

CleanMyMac is pretty close to malware. It does things like this. Get rid of it.
CleanMyMac is known to cause may problems as can be seen with a search in these Community pages.
