Can't Agree to Terms on Conditions on my iPad

I have an old iPad and when I go to the App Store to try to get an app I get a dialog that says "Complete your Apple ID". I have a button to "Agree to Terms and Conditions" set to green but when I hit the "Next" button it doesn't do anything at all. I tried to find a way to agree to the terms and conditions online but I can't find a way.

Open the iTunes app and in the Quick Links on the Right side of the iTunes Store click Account and sign into your account details. If there are new terms to which you need to agree they will usually pop up there. Try agreeing to them.
