Just been on holiday and had a few days with very little internet access. Those days the photos have not uploaded to the cloud (but subsequent days have). They are still on my phone (iphone 14 pro) but when trying to get them to my desktop I can't get it to sync, and am getting the message "restoring from icloud" - but the images were never on icloud.

Depending on how many need to sync and how stable your Wi-Fi network is, it could take a few days to sync them. Until then, they won't show on your desktop to restore from iCloud, because they aren't fully synced to iCloud yet.
