I can not add my new debit card to wallet on my iPhone 13 iOS 16.6

I received a new debit card from my local bank. I deleted my old debit card from my apple wallet on my iphone. I tried to add my new debit card to the wallet and it gives me the error "Could Not Add Card" My iphone iOS is 16.6
