How do I stop the highlighter box that keeps coming up on my IPad Pro 6th generation

Have you enabled Switch Control?

Settings > Accessibility > Switch Control > Switch Control - set to OFF

Are you using an external keyboard with your iPad? If so, you may need to disable Full Keyboard Access:

Settings > Accessibility > Keyboards > Full Keyboard Access > Full Keyboard Access - set to OFF
