👉 If you have subscriptions like iCloud+, have an unpaid balance, or you use purchase sharing, you must keep at least one payment method on file.

• Do you have a subscription? You can cancel iCloud+ and cancel other subscriptions from Apple. When your subscription period is over, remove your payment method.
• If you're in a Family Sharing group and you use purchase sharing, the family organizer must have a payment method on file. If you're the family organizer, turn off purchase sharing, then remove the payment method.
• If you have an unpaid balance, you might not be able to remove a payment method. Instead, change your payment method.
• If you still can't remove a payment method, contact Apple Support.

You can have a credit card / debit card on file and an Apple Account balance.

Your default payment method will be used first by Apple when you need to make a payment.  

If you have set your Apple Account balance as your default payment method and you have a CC / debit card, you pay from your default payment method.

If your Apple Account balance is 'empty', Apple will charge your credit card / debit card on file.

Explain as perhaps I am misunderstanding. I have been known to do so before and sure I will again being human. 🙂

I believe Katana-san is correct in this case. You can't completely remove all payment options if you have an active subscriptions but you can change them. From your information:

So, I belive that adding a new payment method then removing the old one will work. But, it should be easy enough for the OP to test.

Hello once more~ If you want to cancel your subscription/s you will need to do that first before removing your payment method on file. If you want to continue your subscription/s add a new valid payment method. If you cancel your subscription/s and remove your payment method note you will not be able to download any apps going forward. You can't remove all payment methods if you have a subscription but, I'm pretty sure you can change/update it. However, Only Apple can give the definitive answer.

I read it as "the payment method I have doesn't work". That could mean that they are giving up on everything. Or, it could mean they want to add one that does work. The OP now has a lot of information they can explore. Unless they post back with further clarification, there's not a lot of point in further speculation.
