Why do I get Your Apple ID is being used to sign in to a new device when it's always the same device?

Even when logging into the community or into iClouds I always get the Your Apple ID is being used to sign in to a new device. It's always the same device Mac Mini M1 with the same Internet connection and sometimes even the same browser that hasn't been closed or turned off. I click OK and it gives me the 6 digit passcode to verify that it's ok to use this device right on the same device. My phone is in front of me and my watch on my wrist and yet all three get a pop message. Is there anyway to get Apple to learn that it's my registered device that I bought from Apple that I'm using?

Mac mini, macOS 13.4

The login should offer to trust the device / browser . If you click Trust, that is should be storing a trust cookie which allows the system to know you have logged in from there before and not request the code.

If you are using a security plugin, ad blocker, malware app or an antivirus it may erase this cookie, and if you are using Private browsing the cookie may not be set at all or, or forgotten.

Make sure nothing is preventing the cookie from being set.

I use Norton on my computer but I can not find anywhere it removes cookies from site you trust. I tried searching for it and nothing. I've even tried searching for how you add trusted websites to Chrome but all the suggestions on how to do it all seemed to have a step that my browser seemed to be missing.

No Malware apps, all of those got left behind on my windows PC. I do have an ad blocker but like even for this site it says 0 Blocked ads. Every once in a while I'll get the Trust this device and I always click yes but it's never made a difference as the next time I fire it up or load the website there is again.
