Old iphone6 won't turn on but it's still linked to my apple account. If the broken iphone6 and new iphone11 are both linked to the same apple account is it possible to download the photos from old phone?

If you have a backup then restore your iphone 11 using the backup Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
IF you synced photos to icloud, then enabled it on the 11 Set up and use iCloud Photos - Apple Support
If you don't have either then there is no recovery.
