Please my iCloud has been locked and I need it back because I can’t lose all my file

I can’t download app from App Store nor login my iCloud it’s saying it has been disabled or locked

iPhone 11 Pro Max, iOS 16

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support when they're open; if the link doesn't have an option for your country, use this form.
