Assuming you are trying to buy more iCloud storage, has your credit or debit card associated with your iCloud account expired or been replaced? Go to Settings, tap on your name, then Shipping & Payment (you'll need to log in with your Apple ID). It will show the last four digits of any cards and other information for things like PayPal. You can add a new card or account and delete expired ones.
This is just one possible solution, though. If it doesn't work, more information would help with diagnosing the problem.
