Connecting HDMI output adapter blacks out webcam on MacBook Pro

When I connect my HDMI adapter on my 2019 MacBook Pro, and hook it up to my TV(Samsung), the webcam quits working, just shows black. I have found references to this being a security issue when outputting HDMI due to some sort of copyright or DCMA stuff, but why on earth would this disable my webcam. I have to unplug the TV out to have a video chat. It sees the camera, but it is just receiving black.

Unplugging the HDMI out resolves the issue.

To be clear, the screen shows up fine, just the webcam quits in messenger etc... Any streaming from the built in camera *seems* to work, but is black.

MacBook Pro 16″, macOS 14.0
