Any Apple Silicon architecture is arm64. Every release of Ventura on Apple Silicon Macs is arm64. Apple does not distribute Microsoft's .NET, but Microsoft provides a version of .NET Core for installation on macOS Ventura. Microsoft also offers {Visual Studio Code, Visual Studio} for Mac, and a C# extension for that development environment after the .NET core is installed.
Is the goal to run Windows on an M2 Pro? Microsoft has taken the position they will not be producing an ARM version of Windows for public use.
