Apple Music folder contents not appearing in itunes

In my itunes media folder I have four folders. Apple Music, Automatically Add to itunes, Downloads, and Music. Everything in the Music folder has been added to my icloud library. All the music in my Apple Music folder is music I have downloaded from Apple Music over the years. I had to uninstall my Itunes and reinstall it. Now nothing in the Apple Music folder is appearing in my Itunes music library? How do I get my Music from my Apple Music folder to appear in my library?

Apple Music content cannot be imported into an otherwise empty library. If your iCloud Music Library has been reset, e.g. you were unsubscribed for more than 30 days, then the files present on your computer could help to reselect tracks to add to your library but they are otherwise useless to you. All Apple Music content that you want stored locally will need redownloading.

Not uninstalling and then reinstalling iTunes should not normally reset your library. See Backup your iTunes for Windows library with SyncToy - Apple Community. A library restored or transferred as a complete unit can keep its Apple Music content.
