I work for a pawn shop in Lumberton, NC, called Pawn Plus. The store has purchased a few apple watches that were brought in to the store that we were not aware were activation locked, so now we can't sell them to other customers.

And there is literally nothing you can do with these watches. Activation lock is a theft deterrent system, which can ONLY be unlocked by the person who locked the watch. Apple won't unlock an activation locked watch unless you have the original purchase receipt, which clearly shows the watch serial number on the watch.
Your shop management should verify a watch isn't activation locked before they buy one. They are useless and should be recycled responsibly.
The chances are the watches were stolen and the thief realized they stole a watch they can never use, so they'll come to a Pawn Shop and hope to get something for it.
