Iphone keeps opening Voice Control even though I've turned it off

When I use the phone for a call it keeps ending the call. Once it thought I wanted to Facetime with a caller, although I hadn't opened FT. When I listen to podcasts, it turns on Voice Control frequently and turns off the podcast. I've gone into Voice Control and turned it off, then restarted my phone, but it keeps happening.

Hey,

Seems like a pretty annoying glitch! Try restarting your iPhone and make sure you've turned off Voice Control in Settings. If it persists, update your iOS or reset settings. As a last resort, you may need to backup your iPhone and do a factory reset to wipe any glitches, then restore your backup.

Settings > Accessibility > Voice Control, Toggle the switch off.
