This watch is an old gift and I am no longer able to contact the previous owner to have them remove this from their iPhone and undo the activation lock. I have tried resetting it several times. It connects to my iPhone but but cannot complete the connection because of the activation lock with their Apple ID. Is there a way to fix this?

No, sorry. The only person who can remove the Activation Lock is the person who locked the watch in the first place. If you can't reach them to have them remove the watch from their account, the watch is useless to you and cannot be used. Apple will NOT help you and we cannot help you.
