Whenever the child sends a “Ask to buy” notification to the guardian, the notification never goes to the parent’s device. There’s nothing wrong with it going to the wrong device or if focus mode is on or off. I’m wondering what may be the issue here?

I’m 17 years old and my mother has “Ask to buy” on. Anytime I want to buy a song or an app, I always have to send a notification to my mother to ask for permission. However, the notification never seems to send to her. It doesn’t send to any of the devices. My phone and her phone is up to date and it’s not like she can’t see the notification because she has focus mode on. It’s because the notification never sends to her. What do I do here?
