What do I do next when find my iPhone found my iPhone 11, secure lock it but the location went off?

My iPhone 11 was stolen and I accessed my iCloud on my friend's phone to find my iPhone and put it in lost mode. Several hours later I checked again and saw that my device was found and placed in lost mode 30mins from where my stolen laptop's last known location was. But now the location is off and since then I am not getting any updates as it seems the thief has either wiped the device or turned it off so that I cannot track it. The last location was around where they have multiple stores selling phones and laptops. I read that iPhone 11 can still be located when the device is off but that is not the case for mine. Any idea what I can do now?
