i turned off icloud photos and want to delete the remaining ones off icloud. i already deleted them from my phone gallery but i cant get them off icloud. i tried from my phone and from my laptop but neither seems to work since the option to delete is disabled on both

By uncheck the box of photos from iPhone / Mac , the syncing of photos from respective devices will stop with www.icloud.com , you won't be able to delete photos , so turn on photos box Set up and use iCloud Photos - Apple Support

Make more space available in iCloud
