Extremely excessive Apple Maps AND Google Maps data use

I've noticed over the past couple months that Google Maps was using excessive data use (like 1GB per hour while navigated). Tried all the normal troubleshooting (deleted and reinstalling, ensure offline maps are downloaded, logout and back in) - didn't work, so I tried Apple Maps and the SAME THING happened; this was iOS 16. I even tried opting into iOS 17 beta to try downloading offline maps (in addition to uninstalling/reinstalling), and same issue. Testing yesterday using 40MB of cell data in only 4 minutes of navigation (after downloading offline maps).

Suggestions?
