Apple ID
I need to change my ID but once I type in a new one it says the target email is already in use. Well, it cannot be as it is my other email which definitely is not tied to any device.

Are you using it in some other regard with Apple such as a rescue address?
"If you see a message that the email address you want to use isn't available or is already in use, check that you or a family member aren't already using that email address with a different Apple ID.
