Thought only phone was affected but Mac was also affected. Could not get online. Could not connect to Apple chat. Safari could don't connect to server. I turned router on and off. Now MacBook Air is working but phone is still off.

That symptom probably means the battery has failed completely. Contact Apple support for repair options→iPhone Battery Replacement - Official Apple Support
I found the solution online: press volume up button, volume down button and then hold power button until Apple icon appears. A few tries and it worked along w a prayer. Thank you for responding.
The forced restart you did won’t fix the battery problem if you have one, but it’s a start.
I charged my phone 50% but when I disconnected it from power it went to black screen and cannot come back.
