How to get my recovery key on a device i am not signed-in on with my apple account. for instance, on my hp laptop

You cannot. Your recovery key was written down or otherwise kept by you somewhere safe. If it is lost, you can generate a new key only from a trusted device that you are currently logged into. Otherwise, you will be unable to access your account.
