Problems with Cloud Music Library

I do not subscribe to either Apple Music or iTunes Match (which is important as the General tab of Apple Music preferences does not provide options to turn on/off libraries as suggested in response to similar questions). Yet Apple Music always has the message 'Loading your Cloud Music Library. This may take several minutes.' at the top of the window and, in the bottom left of the window is the message 'Updating Cloud Music Library, with a spinning cog image that has never to the best of my knowledge, ceased. As my music collection is entirely comprised of material imported from somewhere other than the iTumes Store (or whatever it is called these days), I don't want Apple Music to refuse to play any songs stating that to do so 'requires either an ITunes Match subscription or an Apple Music membetrship' neither of which I want or should require. How can I stop this terrible behaviour on the part of the Music App? That is, is there any way to get it. to behave like iTunes used to on my iMac?

Without a subscription to either Apple Music or iTunes Match you will still effectively have an iCloud Music Library consisting of your unhidden purchase history. You can try holding down option+cmd as you launch Music which opens it in its safe mode and may help. Alternatively try signing out of your Apple ID in Music, close and then reopen the app, then sign in again.
