Private Relay is Active | Unavailable

I’ve been having to observe that this notification keeps showing to be constantly recurrent, it’s titled "Private Relay is Unavailable".

Private Relay has problems with other software but does not say what software or suggest things to do. I would guess NordVPN or other VPN's but the article I was referred to did not mention problem software

find installed software that's incompatible with private relay I'm trying to correct the issues preventing me from enabling Private Relay. How do I troubleshoot this? I need to identify what it is that's causing this, and remove it. Maybe I need to clean up the vestiges of previously installed software that was removed?
