How do I activate the Hand tool in Preview?
Space bar + Option doesn't work. Nor does typing H.

Actually it works in Monterey as long as you don't have it assigned to open Siri as I did. 😎
Scrolling is the only way to move around the image.
Scrolling is not the only way to move around the image, at least in OS 14 Sonoma. Option/Alt + Spacebar enables it.
What exactly are you trying to do? It's rather common for later versions of an OS to rename and/or relocate certain functions.
For example, what was once "System Preferences" is now "System Settings" in Ventura. Same thing; different name.

I'm looking at an image in Preview. I zoom in to enlarge it. But I find the only way to quickly move around is by scrolling. Didn't there used to be a Hand tool? That would be faster/easier than scrolling.
I can't find any keyboard shortcut or setting for this.
I am on Monterey.
