The Spoken Content function is something in the Settings menu, which is impossible to delete and re-install as Settings is built directly into the operating system. It's not an app, so not sure what you deleted and re-installed on the device.
If the Speak button is not working after turning the Spoken Content option off and back on then you'll want to contact Apple to report the issue: Get Support

I’m having the same issue, it stops reading any text, even if I select it.
Nothing fixes it, not even resetting all settings, nor even a factory reset with a backup.
We’re on iOS 17.5.1; It’s still not fixed.
Can someone from Apple provide us a definitive solution, please? It’s very disappointing and frustrating
This did not work. I even deleted the app and reinstalled it. Same thing.
I was referring to the Kindle app not the Apple function itself.
