According to this, your iPad should be able to use Apple Fitness: Devices you can use with Apple Fitness+ - Apple Support

I'm assuming you've located the Fitness app using your iPad on the App Store? What happens when you try to get the app?

Let's check a couple of other things, then...

Is your iPadOS up to date? When you go to Settings-->General-->About, what iPadOS are you running?
Assuming you're up to date...when you search in the App Store, have you changed the Filter shown in the upper left corner of the screen to something other than iPad?
Are you subscribed to Apple Fitness+? (This service isn't free, BTW).
Does your iPad suffer from identity issues and is now identifying as an Android tablet? 😀

Yes I’m in the USA. Fitness app is not showing up in the App Store and then I use a link from my iPhone and my iPad. It is taking me to the App Store fitness app and the install button is grayed out and there is an error message on top of the screen saying that this app requires special features not available on this device
