I have an Apple Watch 5 and have a roaming plan which include VoLTE but when i went to Canada, it would not roam. I checked the setting on the watch data roaming was activated. It still would not work. I contacted ATT and the service is activated and it should work. What else can I do?
There are essentially two cellular versions of the watch that carriers support. One for North America and one for everywhere else. And they are incompatible. For more info, see:

Also the Apple Watch 5 does not support Roaming, no mater what your iPhone cellular plan offers. So even if you roam in your region of the world, the Apple Watch will still not roam.
With watchOS 9.1 and later, international roaming is available on mobile models of Apple Watch Series 5 and later, Apple Watch SE and later, and Apple Watch Ultra. To get international roaming on your Apple Watch, contact your iPhone network provider to add your watch to your iPhone mobile roaming plan.
