How to update the software
iPhone 4s, iOS 9
You can only update via mobile data on an iPhone that supports 5G and that is connected to a 5G network. So that is an iPhone 12 or later.
On older iPhones you cannot update via mobile data, there you will need to update via a pc or Mac or via a wifi connection on your iPhone
Didn't you get the option shown below when you started the update?
iPhone SE 1st Gen was released on 21 March 2016 and iPhone 7 on 16 September 2016. Just for your info.
If you disable WiFi and start the iOS update you will see screenshots 2 & 3 asking for the Continue option. Else it will seek confirmation from you on whether to use Mobiel Data or not.
On iPhone 4S, I am not sure about that.
