Now comes a contentious point on these forums (at least for me since I read Apple's support and legal documents). Curacao is in an odd position, being a protectorate of The Netherlands. I don't know if it is recognized as such when it comes to how Apple operates. It is frequently posted here that you must enter a payment method for the country to which your account is set which in your case would be one from The Netherlands, but the only official statement I can find about international payment methods is what Apple itself says is in its own support article specifically helping you with declined payment methods: If your payment method is declined in the App Store or iTunes Store - Apple Support : "You might need to ask your financial institution to allow international purchases on your debit or credit card". If Apple is requiring you to use a card from the same country it certainly isn't including a simple statement in any of its documentation that I have seen. So in theory as long as your bank authorizes payments you should be able to use your card.
This issue has arisen in previous discussions without clear resolution from what I remember (other than posts being endorsed that say you must use a card from your country, but I cannot see what that was based upon when what Apple's documents do say imply to the contrary). You can contact Apple about this but in my personal experience with asking Apple employees about this kind of thing they might just go with the standard 'it has to be from the same country'. I don't know if they really know more about this or they are just going with the common lore. Maybe you can evince a definitive reply based on actual documented policy. There could even be technical issues such as the form of billing address has to conform with that used for the country to which your acount is set. For example, maybe a French card would work in the USA but not unless France uses the same address formatting as used in the USA (which I sincerely doubt). Or maybe a French card would work but the billing address would have to a residence in the USA. So maybe your Curacao card would work if it was billed to an address in the Netherlands (if that is the country you use). Apple's documentation doesn't really say.
Or you may ask Apple and they just say that Curacao is not on Apple's country list so you can't buy anything from there. There's many small protectorate islands that fall into the gaps unfortunately.

Add a payment method on your Mac
1. Open the App Store.
2. Click your name. If your name doesn't appear, click the Sign In button, sign in with your Apple ID, then click your name.
3. Click Account Settings.
4. Next to Payment Information, click Manage Payments. (If you're using an older version of macOS, click Edit next to Payment Type.)
5. Click Add Payment.
6. Enter the payment method details, then click Done.
